PUBLIC UTILITY 2.0
started as a proposition for PROSPECT 3.0 New Orleans for greater New Orleans
by Mary Ellen Carroll the internationally renowned conceptual artist
and designer is now becoming a reality for connectivity for under-resourced
communities. Shifting the urban plan from the street to the elevation
plan to combine unused radio frequencies (Analog TV channels—Super WIFI),
emblematic cultural symbols and cutting-edge wireless technology to be deployed
in underserved communities throughout the world.
Through the social enterprise, Innovation Territories, Carroll and team
will develop policy for PUBLIC UTILITY 2.0 in conjunction with the commercial entity VUUM.
PUBLIC UTILITY 2.0 was included in Prospect.3 New Orleans, the third edition of the acclaimed
international contemporary art biennial launched in the wake of Hurricane
Katrina under the artistic direction of Franklin Sirmans, the director of PAMM.
Partners include the radio station WWOZ and the Jazz and Heritage Festival in addition to the residents,
businesses and other institutions in greater New Orleans. An Education and work force development
program will be realized in partnership with Growth Sector.
